Luigi is the Amtrak Assistant Vice President for the Frederick Douglass Tunnel Program. He is a Program Executive with over 25 years of experience throughout USA, Europe, and the Middle East in managing mega railway projects. Before joining Amtrak, Luigi worked on several transformational mega projects that changed the lives of millions of people: MTA NY Penn Station Access and East Side Access Projects, the Italian High-Speed Railroad program that revolutionized people’s lifestyle and mobility in Italy, and the Omani National Railway Project that is a crucial initiative shaping Oman’s future towards becoming an oil-free country by 2050.

Andrew is a veteran railway infrastructure engineer with over three decades of cross-discipline experience in the rail industry, specializing in infrastructure management. Andrew’s experience includes serving as the engineering lead for Saudi Arabia Railways, where he led the effort for engineering acceptance into service of new rolling stock assets combined with the world’s longest mixed traffic CBTC (ERTMS Level 2) system, and the development and implementation of Rail Infrastructure Management Plans aligned with a new enterprise asset management system.
As Associate Vice President at Network Rail Consulting, Andrew’s primary focus is the corporate improvement of asset management practices and infrastructure maintenance processes to deliver higher railway reliability and performance by engaging in process management, risk-based engineering, and condition monitoring. He specializes in managing and delivering complex maintenance and renewals projects covering a range of asset groups including signals, track, electrification, structures, and earthworks. Andrew is a qualified reliability-centered maintenance facilitator with in-depth experience in process improvement techniques (speed and quality) such as LEAN and Six Sigma. He is experienced in the planning, leadership, and delivery of maintenance projects and programs.
